The Veteran´s Office provides services for MVCC student-veterans Monday through Friday from 8:30am to 4:30pm. The Veterans Office is located on the first floor of Payne Hall, Student Services Center, Room 122.

Services provided
- The office´s primary function is to assist incoming students in determining their eligibility for VA educational benefits. The office facilitates the application process and submits appropriate enrollment certifications to the local VA regional office in Buffalo.
- Students having questions regarding their educational programs or payment procedures may call the office, walk-in during regular business hours or e-mail the Coordinator.
I. Applying for Benefits
- There are a number of different chapters associated with the VA educational program.

- as a spouse or child of a deceased or 100% service connected disabled veteran

To apply for benefits, students will need the following documentation:
- For Chapter 30 benefits:
- A copy of their DD214 (member 4 copy)
- For Chapter 31 benefits:
- Authorization for training VA form 1905
- For Chapter 35 benefits:
- verification of veteran’s death or proof of 100 per cent service connected disability. Spouses will need a copy of the marriage license, children will need a copy of their birth certificate along with a copy of their Social Security card.
- For Chapter 1606 benefits:
- A copy of their Notice of Basic Eligibility and any Kicker documentation issued by their unit.
- For Chapter 1607 benefits:
- the same as 1606 recipients along with a copy of their DD214.
II. Certification
Students must be certified to the VA each semester to receive their educational benefits. To process this certification, students are required to present their course registration forms verifying the courses and number of hours enrolled in to insure the proper monthly payment from the VA.
The VA pays benefits for classroom attendance. Students taking the equivalent of 12 hours. or more during the normal 15 week semester are considered full time. Students taking courses of shorter length during the semester should contact the Veterans Office to discuss the impact on their monthly educational rates.
The VA monitors academic progress. To continue receiving educational benefits, a 2.00 grade point average (C) is required. The Veterans Office is required to notify the VA when students do not maintain this average. The VA has the option of suspending benefits at that point. Students experiencing academic problems are urged to contact the office for further assistance.
III. Verification
To continue receiving educational payments, students are required to verify their enrollment and attendance each month to both the Veterans Administration and the New York State Dept. of Education. For VA purposes, this can be done over the Internet or by telephone. For NYS, this can be done by monthly sign-ins or by e-mail.
Should your status change during the course of the semester, you MUST notify the Veterans Office immediately. Failure to report changes could result in overpayments. The VA will withhold future payments until the overpayment has been collected.
IV. Work Study
The VA administers a work study program for student-veterans. Under this program, students work in the college´s Veterans Office and receive an hourly wage while receiving MGIB benefits at the three-quarter or full-time rate. Payments are made at the Federal minimum wage. Students can work up to 250 hours per enrollment period. Students interested in applying for work-study, should contact the Veterans Office. These work study benefits do not affect the amount of student aid or VA educational benefits received.
V. Tuition Deferrals
The VA may take 2 to 3 months to process an application for assistance. Based on eligibility for educational benefits, MVCC can defer tuition and fee charges (books and supplies are not included) by offering students a monthly payment plan. The amount of money that can be deferred is equal to the sum of benefits for the semester. For example: If you are eligible for $1,075 per month then your deferral would be 4 times $1,075 for a maximum deferral of $4,300. Students are eligible to apply for a deferral each semester providing the charges from the previous semester have been satisfied.
VI. FAQ´s Frequently Asked Questions
Question: How do I apply for benefits?
Answer: Students need to complete VA Form 22-1990, (Application for Benefits) and the school must complete VA Form 22-1999(Enrollment Certification) and submit both forms to the Buffalo Regional Office. All forms are available at the MVCC Veterans Office.
Question: When will I receive my benefits from the VA?
Answer: It takes the VA about 10 to 12 weeks to process an enrollment from the date it is received. During peak times it could take even longer.
Question: Do I need to do anything else to continue receiving benefits?
Answer: Yes. Veterans and reservists must verify their enrollment at the end of each month. Verification can be done beginning the last day of the month by using the Web Automated Verification Enrollment system or by calling toll free 1-888-442-4551.
Question: How long does it take to get my check after I verify my enrollment?
Answer: If students use direct deposit it will take 3 to 5 days. If checks are mailed it will take 10 to 14 days.
Question: What should I do if I change my enrollment?
Answer: Students should contact the Veterans Office immediately to inform the office of the change.
Question: How can I update my address and financial institution?
Answer: Students currently receiving benefits should use the Web Automated Verification Enrollment system to update their information.
Question: How can I pay for my tuition and fees if it takes 10 to 12 weeks to receive payments?
Answer: The Veterans Office can process a tuition deferral that will allow students to complete their registration and allow them to make monthly payments to the college as they receive their checks. The deferral cannot exceed the monthly benefit multiplied by the number of months in the semester.
Question: Can I get a deferral for my books and supplies?
Answer: No. The Veterans Office can only defer tuition and fees. Students will need to make other arrangements to pay for books and supplies.
Question: Do I need to reapply for benefits if I am transferring to MVCC?
Answer: No, Students do not need to reapply. Once eligibility has been established, students need to complete an office form changing their place of training.
Question: I got all my immunization shots during basic training. Am I still required to get these shots when I enroll in school?
Answer: No. According to New York State PHL Section 2165 (8-a) proof of honorable discharge from the armed services within ten years from the date of application to an institution will qualify as a certificate enabling a student to attend the institution pending actual receipt of the immunization records from the armed services.
Question: Do I need to finish my degree or just start my schooling before the ten year delimiting date?
Answer: Benefits end ten years from the date of your last discharge or release from active duty.
Question: How many months of educational benefits can I receive?
Answer: Students may be entitled to receive up to 36 months of educational benefits under the GI Bill after completing the full period of enlistment.
Question: Does the VA offer any tutorial assistance?
Answer: Tutorial assistance is available to students receiving VA educational assistance at the half-time or more rate and have a deficiency in a subject making tutoring necessary. Students can be reimbursed up to $100 per month. The maximum allowed is $1,200 total.
Question: What is Vocational Rehabilitation?
Answer: Any veteran with a compensable disability rating of 10% or more can apply for training by submitting VA Form 28-1900 to the Buffalo Regional Office. This program assesses their interests, abilities and the nature of their disability and how it affects their ability for gainful employment.
Question: Can I receive credit for military training?
Answer: The decision to award credit for military training rests with each department chairperson. Students should submit their military records to their department for review.
Question: I contributed $1,200 to the GI Bill and left the service with a general discharge. Am I eligible for educational benefits?
Answer: Students are only eligible for VA educational benefits if they received an honorable discharge and in addition they lose the $1,200 that they contributed.
Question: Is there a certain average that I must maintain to keep my VA educational benefits?
Answer: Yes, students must maintain a “C� average or a Grade Point Average of 2.0 out of 4.0. The VA must be notified when students perform below this standard. The VA then has the option of suspending or revoking benefits.
Question: Who is eligible for the Dependents and Survivors Educational Assistance Program- Chapter 35?
Answer: Any surviving son, daughter or spouse of a veteran with a 100% permanent and total service-connected disability who dies from any cause, a service person missing in action, or a veteran who is permanently and totally disabled as a result of a service-connected disability. The disability must arise out of active service in the Armed Forces.
Question: How do I apply for Dependents and Survivors Educational Assistance?
Answer: Students must complete VA Form 22-5490 and have the school submit VA Form 22-1999 to the Buffalo Regional Office.
Question: How do I apply for the National Guard Tuition Assistance program?
Answer: The Tuition Assistance program is administered by New York State. Students should contact your National Guard unit for further information.
