Pre-Enrollment checklist for NYAPT Applicants
Placement Testing

All accepted applicants who are enrolling in a degree or certificate program, matriculating, at MVCC for the first time need to complete the MVCC placement test prior to establishing an academic plan of study and selecting a class schedule with an academic advisor. Applicants whose native language is not English, may be required to take an additional English as a Second Language (ESL)test if the results of their MVCC placement test in English and reading indicate further ESL work is needed.
The placement test consists of three component sections: an English writing sample; an English reading comprehension test; and a multi-level mathematics test. The entire test normally takes three hours to complete. The English reading and writing sections are timed.
Applicants with prior college credit either from MVCC or other accredited colleges may be exempt from part or all of the placement test depending on previously completed course work and grades. Testing needs will be determined after the receipt of all transcripts.
Placement testing can be completed on a number of dates on either the Utica or Rome Campus. Or, if you are a distance from the college, you can make arrangements to have someone proctor the test for you in your local area: this could be a supervisor or someone in the school district, e.g., teacher, counselor, etc. You would need to have the person agreeing to supervise the test call the placement testing office and speak to Mrs. Bernstein, Placement Test Coordinator to finalize arrangements for delivery and return of the test. Class Scheduling
Advisement and Class scheduling for the NYAPT applicants will be coordinated
by Mr. George Goerner in the Business and Information Technology Department
after your acceptance, and placement testing, if necessary, are completed.

Although you may not be on campus, each enrolling applicant must complete a health record and turn in a record of their Measles, Mumps and Rubella Inoculation record.

Any potential student who is requesting financial assistance from either New York State and/or the Federal Government must have applied and been accepted by the Admissions Office in a degree or certificate program of the college (matriculated) prior to the disbursement of any financial aid funds.

Note to transfer applicants: If you have attended a college prior to your expected attendance at MVCC, then you must report yourself as a transfer applicant even if you will have no transferable credit.

Students are assessed tuition and fees after they have scheduled classes.
For pre-scheduled students, the Business Office will mail bills several weeks prior to the start of classes each semester with instruction on how to complete the payment process and any associated deadlines. For those who schedule classes during open registration periods, payment is expected upon completion of class selection.
Certificate of Residence - New York State Residents only
A certificate of residence is required from all New York State residents and must be filed with the Business Office prior to or at the time of payment. The Certificate establishes tuition at the New York State rates for part-time and full-time attendance. A valid certificate cannot be filed with the college more than 60 days prior to the beginning of classes each semester. A valid certificate need only be filed once each year.

Withdrawal and Refund Policies and Procedures
Students scheduled for classes who wish to drop one of several classes, their only class, or all classes should do so prior to the beginning of classes to avoid charges as indicated in the refund policies below.
Dropping one of several classes
If you drop a scheduled class after the start of classes, you may incur charges as stated below.
Dropping all classes
New students who wish to drop all classes should make every effort to do so before the start of classes by contacting the Admissions Office. Admissions will also process withdrawal requests during the first three weeks of classes. After the first three weeks of classes, new student withdrawals are processed through the Counseling Center.
For students who have previously attended MVCC all withdrawals, regardless of timing, are processed through the Counseling Center.
As stated previously, charges will be applied and refunds provided based on the chart below.

The College Refund Policies are as follows:
- Prior to the start of classes
- 100% refund
- During the first calendar week of classes
- 75% refund
- During the second calendar week of classes
- 50% refund
- During the third calendar week of classes
- 25% refund
- After the third calendar week of classes
- 0% refund
